Billions in transportation, aviation, energy, and infrastructure investments are creating potential contracting opportunities for small businesses nationwide.

As the fourth quarter of 2026 begins, major infrastructure projects across the United States are creating a pipeline of government and corporate contracting opportunities extending into 2027. From airport modernization in Ohio to high-speed rail construction in California, public agencies are advancing multibillion-dollar investments that could generate work for construction firms, technology providers, consultants, and other small businesses.

While large projects often involve major prime contractors, their scope creates opportunities for subcontractors and specialized service providers.

Cleveland Airport's $1.6 Billion Transformation Advances

Cleveland Hopkins International Airport is advancing its approximately $1.6 billion CLEvolution modernization program, one of Ohio's largest aviation investments. Nearly 800 contractors, consultants, and suppliers attended an October 2026 industry event highlighting upcoming projects and procurement opportunities. The redevelopment is expected to involve construction, engineering, technology, parking improvements, and professional services, with contracting activity extending beyond 2026.

California High-Speed Rail Prepares New Small Business Procurement

California's high-speed rail program continues advancing major construction and procurement activities. According to the California High-Speed Rail Authority's procurement schedule, a Multiple Award Task Order Contract small business pool opportunity is anticipated during Q4 2026, with tentative awards expected in early 2027. The authority has also identified future procurements involving program delivery and maintenance facilities. Its track and systems contracting program includes a 25% small business participation goal. These investments could generate opportunities in construction, engineering, environmental consulting, transportation technology, and professional services.

Baltimore's Key Bridge Reconstruction Creates Contracting Opportunities

The reconstruction of Baltimore's Francis Scott Key Bridge is another major transportation project generating procurement activity. In 2026, the Maryland Transportation Authority divided the reconstruction into four procurement packages to increase competition and broaden industry participation. The agency issued a qualifications request for the main bridge span in July, followed by bidding for demolition and marine construction work in August. As reconstruction progresses, additional subcontracting opportunities could emerge in structural engineering, surveying, environmental services, transportation logistics, and construction management.

New York–New Jersey Gateway Program Continues Procurement Activity

The Gateway Program, a major rail infrastructure initiative connecting New York and New Jersey, continues advancing procurement activity associated with the Hudson Tunnel Project.

The Gateway Development Commission has published contracting information involving construction and professional services, including an anticipated systems and fit-out package.

The project could create opportunities for specialized construction firms, electrical contractors, technology providers, engineers, and project support companies.

Energy Grid Improvements Signal Additional Contracting Potential

Major investments in the nation's electrical grid are also creating potential opportunities for contractors and suppliers. PJM Interconnection, which coordinates wholesale electricity across 13 states and Washington, D.C., has proposed approximately $12.2 billion in transmission improvements to address reliability needs and growing electricity demand.

The proposed investments could generate utility and corporate contracting opportunities involving electrical construction, engineering, surveying, environmental services, and equipment supply.

Federal Agencies Enter FY2027 With New Procurement Plans

Beyond infrastructure, federal agencies are entering fiscal year 2027 with anticipated acquisitions covering information technology, cybersecurity, facilities management, consulting, and administrative services. The Department of Homeland Security and Department of Justice publish procurement forecasts that provide businesses with insight into planned purchases before solicitations are released.

Contracting Outlook Extends Into 2027

This is just a short list of opportunities for small businesses to participate in major projects nationwide. However, some contracts have already been awarded, and others are still in planning. As agencies and major contractors prepare for 2027, early identification of opportunities and supplier relationships will remain important factors in small business participation.
